I totally get your point. In the 1960’s African Americans mainly in cities finally accessed political power. The results were challenging on many levels. My sense was that people new to power governed the way they had experienced being governed. Similar problems have happened in Africa. The solution often comes in the second generation when less self-interested and more focused leadership begins to emerge. Feudalism and “big man” based-power systems will take time to breakdown. But, I believe it can happen.
