When is this society going to take sexual assault and the sexual abuse of children seriously? There is a convenient social myth of how shamed sexual assault victims turn within and hate themselves and take their own lives, and yes that does happen. But there is also the rage that often a survivor is taught/learns to douse with alcohol and drugs. When the investigators found the "bed" where Spencer and her father slept, that would have in my opinion, grounds for arresting the man on the spot.
